This release contains a few more fixes above the RC1 that where found as a regression for 2019_03 or 84 (compared to 833).
The improvement this release has is that the WarExporter (through the developer or command line) now has an auto upgrade support for licences.
In the developer it will auto upgrade and replace the license that is currently set in the wizard, when using the command line it will also do the same, and also report this so that the command line call can be changed.
